air intake hose

I read a japanese forum about cutting open one of the air inlet rubber hose ( One out of the 2 inlet hole is blocked intentionally by factory. the short hose attaching the air filter case) . It is reported that the distance /l gas can increase especially in high speed cruising. Any idea? I am not certain if that is only for japanese version as they have limitation for horsepower for certain driving licence.
